On February 22, 1999 Leonid Hait from the Joint Share company Ufa Aviation Engine Manufacturing Corporation has posted a message in the Russian conference that we would like to answer:

· a club of those who is interested in VAST, Inc.;
· a club of those who is interested in vibrodiagnostics or
· a club of professionals and amateurs who will be communicating with each others free (or for some charge).

On this incipient stage of this conference organization we suppose that it can become a free club for communication between the professionals and amateurs in vibrodiagnostics. If the conference discusses technical problems that from our point of view can be interesting for many specialists or are connected with the products of our enterprises then we shall post these questions and answers in DREAM Club as well.

As about the Rules of the conference we shall not issue any now so that not to create any limitations for the communication between the people. But we leave a right for ourselves to issue some regulations if the conference appears to be too clumsy or indecent.

>> For example the company QSSL (the developers of OS QNX) is issuing a Service Plan (a plan of customers support). For example a fee of $200 gives 50 credits, the right to get 50 answers on the questions of QNX or some of its applications user. The questions are answered by the product designers and in most cases the communications lasts up to the moment when the problem is solved.
>> Certainly, it is desirable that the financial aspects would be not the only basis of the club work. But it should be clear from the very beginning.

As about the fee for some services that we shall offer via Internet we shall give an additional information. For example we are now introducing such service as diagnostics via Internet. It is possible to subscribe to such service and we shall make diagnostics by the spectra, sent via communication lines.

>> As there are not so many communications during January-February 1999 may be it is expedient not to separate the Russian and English language persons. Moreover it seems that the English version conference seems to be more popular.
>> May be at least to place the English messages without any change in the Russian language conference. If there are any difficulties it is always possible to use a computer translators.

We do not think that there is any sense in making one conference page for both languages as the entrance to both conferences is free and everybody can visit both conferences and write in any or both of them.
